Harry: Good Evening Ladies and Gentlemen. I’m Harry Jameson here to bring you an exclusive interview with acting Governor General Marcy Barge.
Barge was born to ICS parents in Calcutta in 1898 and has lived in India for the majority of his life. In fact the only time in his life where he did not reside here was when he was taking his ICS exams in England. Barge was quick to rise up in the ranks of the service and formed a very competent working relationship with the at the time Secretary of State for India the Viscount Trevelyan. Together they worked to build up India’s infrastructure and bring all the perks of being British to the people of India.
In recent years Barge became head of the ICS in India and along with Undersecratry of State Sir George Pendleton and the Governor General he was instrumental in the enacting of the Indian Education Act and the following acts supporting it.
Good Evening Marcy.
Marcy: Good Evening to you too Harry. It is a pleasure to be here as ever.
Harry: Before we begin talking about the constitutional debates going on a Nuwara Eliya do you think you could tell us about the arrangements going on for the memorial service in Bombay?
Marcy: Of course Harry, the memorial service will be taking place on the 8th of April in the St. Thomas Cathedral. It will be a sung service with Eucharist. The Chapel Choir of St Edmund’s College, Bombay will be singing the service. The setting is Byrd for 5 Voices, anthem is Lloyd’s View Me Lord and the Hymns are He Who Would Valliant Be, How shall I sing that majesty, and And did those feet in Ancient Times. Service begins at 2 O’clock in the afternoon and is presided over by the Rev. Dr. Amy Stevenson.
Harry: Many Thanks, do you think you could also explain about how you can hear the service?
Marcy: Indeed, invitations have been extended to a huge number of high ranking people in the ICS, Nuwara Eliya and the Princes. However there is limited space in the historic building so the service will be broadcast over radio.
Harry: I’ll certainly be turning into that. Now then Marcy, most people have you pegged as the successor to Trevelyan for the Governor-Generalship but numerous complications have arisen due to the lack of a Secretary of State for India could you tell us what this is all about.
Marcy: Well as you probably know the Governor-General is appointed by the Queen on the recommendation of the Secretary of State however since Parliament was dissolved by the Black and Tans there hasn’t been a Secretary of State for India.
Harry: Well why can’t we just nominate someone from Nuwara Eliya, aren’t they constitutionally a continuation of the old Parliament?
Marcy: Yes but Nuwara Eliya’s Authority is not recognised outside of India. If the Queen were to acknowledge our advice on his issue it would be an acknowledgement on her part of the legitimacy of Nuwara Eliya which goes against the will of the Black and Tans.
Harry: So How are you intending to proceed?
Marcy: That’s what the convention going on in Nuwara Eliya is designed to decide. Of course when Trevelyan called it back in January we had no idea what was going to happen so now things have really been kicked into overdrive. Mattie Storin took the first available train down to Ceylon after the rail repairs were completed and there are hopes that a consensus will be reached by the end of the month.
Harry: Well in the meantime what if the Queen decides to appoint you to the role?
Marcy: In a way that would be the best possible outcome. We wouldn’t need to put forward a formal recommendation so the Queen wouldn’t feel she was acknowledging Nuwara Eliya. But until anything happens I will continue to do my best to ensure that the trains keep running and everything goes over smoothly. Myself, Sir George Pendleton and General Hay will be doing our best to make sure that nothing goes wrong.
Harry: Speaking of which can you tell us about any developments over the military occupation of Goa?
Marcy: As of yet we have no reached an agreement with the local authorities in Goa or with the Portuguese government and sadly there isn’t much I’m at liberty to talk about on that issue.
Harry: Well thank you very much for your time and I wish you all the best for the future.
Marcy: You too Harry.
