We refuse to attend the conference unless the Mediterranean powers, and those most closely involved oversee the negotiation. There will be no negotiation on the status of Bulgaria. The only acceptable result is the complete withdrawal from Bulgaria, and the payment of reparations to the Bulgarian state.
 
Russia agrees with Italy. What does Turkey means with status of Bulgaria? Bulgaria will be an independent state and certainly not a vassal of Turkey. And it shall be compensated by Turkey. Turkey can either accept this fact or Russia will bring to the conference other issues, including Turkey violating the rights of Kurds and Arabs.
 
Turkey by participating in the conference has agreed to withdraw, the status of Bulgaria will be determined at some point in the future. There's also no Mediterranean powers unless you happen to mean France, whose request the United States is considering. Italy is barely a power and can't claim any special interest in Bulgaria, except in abstract service to the general peace, much like ourselves.
 
Italy believes the status of Bulgaria is clear, and that status must be complete independence and withdrawal by Turkey. We do not see any other alternative. We can, of course, claim special interest. It is in our interest to ensure that there is not an aggressive, power-hungry neighbor to our east who uses aggression and militaristic action without thought.

Italy will attend, but we cannot accept anything less than what the powers directly involved; Italy, France, Russia, and Romania have agreed to: complete withdrawal, and reparations paid to Bulgaria, by Turkey. The only thing that is even remotely negotiable is the size, amount, length and how these reparations are to be allotted.
 
Italy best stop running its mouth before it looks more foolish. Turkey has agreed to withdraw by participating, and through its own words, the specifics circumstances of the aforesaid withdrawal and the consequences resulting are what is being discussed. Italy's position is also a nonsense, it wanted war and is annoyed only that it has been frustrated in its ambitions to carve territory off Turkey. Bulgaria is not a convenience it is a cause.
 
We have absolutely no intentions of carving Turkey up (hehe.) Any suggestions otherwise are blatantly false. The only ambition we have is to protect our interests in the Balkans, and the Aegean Sea; which Turkey has repeatedly threatened. Enough of this though, we see each other on the same side as we both are advocating for peace.

Thank you, all of you, for your support and your well-wishes in this time of crisis. After much negotiation, and picking up the pieces of the old regime, we are quite proud to announce the formation of a new and sovereign government of the Bulgarian people. Since the incident last year, many have questioned as to the fate of Bulgaria. Well, my friends, let me confidently tell you that Bulgaria's future is now in good hands. Last year, it became clear, to a small but dedicated group of individuals, that the royal Bulgarian government had been involved in crimes too numerous to count. These racketeers, low-lifes, and brigands were the source of no shortage of troubles in mother Bulgaria, and our country was all the poorer for them.

At last, our friends in the Sublime State could suffer the injustices perpetuated by these criminals no longer. It is true that a conspiracy to undermine and destroy the Sublime State was rife in the old government, and manifested in the many under-handed tactics they employed to this end. So grievous was the insult that the Sublime State had no choice but to topple the corrupt regime once and for all. For this service, we thank them, as they have unmistakably freed our country from the shackles of vice and corruption. And now, with the assistance of our friends in the Sublime State, we do establish and ordain this new, independent government of the Bulgarian people. There is no need for any further violence: our primary objective is an end to the violence that has been widespread since the incident.

Furthermore, we would like to declare our intentions to work closely with the Sublime State in the coming years. In the event that the international community would like impartial observers to help manage the Transitional Authority's resumption of control in Bulgaria, we would like to invite the United Kingdom and the United States to employ resources to this effect. However, we must insist that we will be party to no international agreement that forbids our interaction with the Sublime State, as we consider them friends and allies, and it should be we Bulgarians who decide who may stay and who must go.

Thanks to the grace and wisdom of our friends in the Sublime State, we are confident that the Bulgarian nation will thrive under our leadership as we work ever towards the goal of universal accord and international brotherhood.

As one final caution, we would like to warn the world about the existence of a terrorist organization, one which calls itself only the Resistance, which rejects our government. These fools are the final relics of the old and corrupt government, and we will not brook their insubordination nor tolerate any international support or approval of the same.

Bulgaria shall prevail.

Russia does not recognize the Turkish installed puppet government of Bulgaria. This is a trick by Turkey to control Bulgaria indirectly. Russia shall not attend the conference unless it is agreed that the Transitional Authority is removed from power and a new Bulgarian government is formed. If Turkey does not accept this, then Russia will be forced to go on with the war (and we consider the Transitional Authority to be part of Turkey too).
 
The United States requests that the Sublime Porte release into the custody of the United States and United Kingdom the Bulgarian royal family, such members of the previous government as it has arrested, release all hostages, provide guarantees of safety and security of the above, forebear to support or provide assistance in any form to any self-proclaimed 'government' of Bulgaria and accept the Conference powers compelling interest in ensuring the domestic political tranquility and orderly withdrawal of Turkish forces. The Turkish troops presently in Bulgaria shall also return to barracks, except insofar as there is need to protect property and lives. The United States asks that the other Conference powers accept these reasonable requests as their own.
 
Russia supports all of the US demands and wishes for the safety of the Bulgarian Royal family. We wish for a restoration of the Bulgarian Royal family on the Bulgarian throne or at least the formation of a neutral government. A pro-Turkish Bulgarian government is unacceptable.
 
OOC: I thought I'd just tender a treaty, which the major powers can suggest amendments too. This does not alter the terms I have demanded above. Try not to nit-pick because it's just going to annoy Immac and myself. You will also note that I have used the substance of the Italian proposal as a base.

Treaty of Rome

1. This Treaty does not alter the terms of the Joint Declaration earlier made in respect of the Bulgarian Question.

2. Russia, Greece and Romania will provide a total of 40,000 soldiers, in the following proportions 50%, 25%, 25% to replace the Turkish troops present in Bulgaria and for such a period of time as is required to effect an orderly and peaceful transition, not exceeding one year.

3. Turkey shall make reparations to the Kingdom of Bulgaria totaling 50ep over the next decade in recompense for its actions, and cover the cost of the Russian, Greek and Romanian costs resulting from overseeing the transition period, with the quantum meruit to be determined by the United Kingdom and United States at the end of the transition period.

4. Turkey shall dismiss its War Minister, Foreign Minister and Prime Minister and shall allow the United Kingdom, Russia, Italy and the United States, with the United States having the casting vote in the case of a tie to investigate and prosecute through a tribunal such figures as the above parties deem responsible for its outrages against prisoners of war and civilians in direct contravention of the rules of war and all civilised behaviour.

5. The Kingdom of Bulgaria shall retain its King, with the Constitution existing prior to the invasion being restored.

6. Pending elections, subject to the Constitution so restored, the Prime Minister shall be one nominated by the King, and agreeable to the United Kingdom, Russia, Italy and the United States, with the United States having a casting vote in the event of a tie. The Prime Minister so nominated may then form himself, or through use of a formateur, a Cabinet which shall be the legally recognised government of the Kingdom of Bulgaria.
 
Russia supports the treaty but believes that Turkey should pay 100 EP instead of 50. It also wishes to notify the other powers that (although this is not a crucial issue), Russia would wish that Turkey gives up it's part of Macedonia (a relative small area of land) to Greece as it is mostly Greek populated.

Nonetheless, it is an acceptable treaty by Russia and it will be supported by the Tsar.
 
The United States Government (needs to stop banging together treaties in ten minutes and allow more time for proofreading) is of the view that the Russian Governments proposal regarding the status of Macedonia should be considered. Likewise with compensation. The United States awaits the other powers views on the matter.

The Sublime State of Turkey shall release the Bulgarian Royal Family into the custody of the United States. We shall also remove our forces from Bulgaria in return for security guarantees from the United Kingdom and United States. We also recognize the Transitional Authority of Bulgaria and will assist them against banditry in the countryside.
 
The Transitional Authority of Bulgaria has to be disbanded immediatly, it is obviously an turkish puppet and has no right to exsist.
International peacekeeping forces shall take control of Bulgaria and assist establishing an INDEPENDENT bulgarian goverment.
Anything else would be a farce.
Once the Turks leave Bulgaria, an Romanian Army Corp will take control of Sofia and the terretory surrounding the city.
Once this is done the bulgarian royal family is welcome to return to the Capital and help reestablishing a new goverment.
Any Turkish involvement or "assistance" in this process, except for reperations, would be a bad joke.
Romania offers to secure Sofia since its the only nation that has enough troops ready and at the border to do this task immediatly.

Macedonia:
The Macedonian issue is a separate one and should be dealt with separately. The events in Bulgaria should not be used by other states as a pretext to make claims upon the territory of others. Russia must drop her concerns for the territory while we negotiate a peace in Bulgaria.

Treaty of Rome:
We are in agreement, in the broad strokes, with the US government proposal.

Excepting...
we are very concerned with Romanian, Italian, and Russian troops being involved in securing the area. It would be best, in our opinion, if powers without a 'horse in the race' were involved in securing the area. We would be willing to secure Bulgaria without compensation for a period of 1 year. Alternatively, Persian, Hungarian, or Danish troops would be better suited than forces from local neighboring powers only weeks ago committed to war and unrealistic peace terms.
 
France believes that a mix of Romanian, Italian, and Russian troops would be ideal the best realistic option to allow the establishment of an independent Bulgarian government.
 
Romania has no interest in annexing a single foot of bulgarian soil and due to the similarities between Bulgaria and Romania our soldiers are fit best for securing public order in Bulgaria, since they are familiar with the culture.
Maybe we could agree to a compromise and let Jugoslawia secure Bulgaria, its a nearby nation and wasn't involved in any of the conflict, if the goverment agrees.
