Well, to give my neutral opinion which is, solely personal, the perfect choice would be a non-Balkan country with no chips at all in this conflict, no relations to any of the main participants - in general, a country interested in re-establishing law and order...and not something else.

Beyond that, I believe that a foreign force coming from a neighbour could be seen as an occupation force, which could make things very ugly.

No. The Transitional Authority is to be replaced by a new government as per the treaty drafted by US. If you insist in assisting them, Russia will enforce peace by force (and in case Turkey does not accept the Treaty drafted by the US, Russia cannot guarantee the current borders of Turkey in case of war).

Our patience is over. Either accept whatever the powers of the conference decide or Russian troops shall march to Constantinople.

If Russia wished to cause trouble, it would have noted it's concern about the violations of the rights of Kurds and Arabs. The Macedonian issue is one that must be solved now and in favor of Greece. This shall serve as a punishment to Turkey and also solve Greco-Turkish border disputes. In case the other powers do not wish to solve this issue, Russia shall negotiate on it's own with Turkey and use whatever means necessary to achieve it's goals.

EDIT: Just to make this clear to everyone, if Turkey does not accept the fact that the Macedonian issue must be solved now, Russia shall also attempt to solve the Arabian and Kurdish issues now. So do not try our patience.

The Macedonian issue is a separate issue that Bulgaria and one we will discuss with the appropriate parties.

It is nice to see the concerns about the Kurds and the Arab peoples. We would also like to mention the rights of non-Russians in our neighbor to the north also.

We are willing to talk about Bulgaria but no to have hostile powers gain a forward operating base to obtain a warm water port or a strategic position to attack Turkey. If a neutral power wants to help secure the peace then we welcome it.

You seem not to understand your situation. You are not one to dictate the terms. The Macedonian issue is to be discussed and Russia, as an allied to Greece power, shall be one of the parties discussing this issue. And Turkey is in no position to demand anything from Russia or the US. The conference powers will dictate which troops shall restore order in Bulgaria, not Turkey.

Every day you refuse to accept our terms, those terms shall change to worse for you. If you do not discuss the Macedonian issue, then peace will be made only if you accept discussion of the Arab issue too. We decide, you accept.

Joint Statement of the Union of German Workers' Republics:

The Union of German Workers' Republics condemns the mutual imperialism of those nations involved in the Bulgarian Crisis. Germany both condemns the mindless Turkish invasion of Bulgaria and the counter-imperialism of the aggressor coalition that makes threats on Turkish territory as part of their 'peace' plan.

The Union of German Workers' Republics is glad the involved belligerents have reneged on their rush to war and are considering a peaceful resolution to the conflict, however Germany takes no position on the finished inter-imperialist treaty that will result.

It seems that an agreement has been reached with Turkey. Russia shall pay 25 EPs to Turkey and Turkey shall give Turkish Macedonia to Greece. As such, Russia no longer objects to the Conference and is most eager to make peace with Turkey.
 
I'll have a final write-up of the terms, including whose going to be maintaining Bulgarian security while a new government is appointed and the organs of state rebuilt in about 8-10 hours. I will also do up a seperate annex dealing with the change of status of Macedonia, including a set of principles and guarantees, so as not to diminish the status of the straits, the independence of Turkey and the balance of power in the Mediterranean. While a seperate issue, keeping it as such would prejudice the objectives of the conference which the powers agreed too. The United States is also of the view that France should be consulted in respect of this annex. Russia is also called to be honest about any agreements it has made with the Greek government in respect of Macedonia, including secret a agreements and to clarify the future status of Macedonia.

Russia has no secret deals. Greece has a defensive alliance with Russia and this is known to everyone. Also Turkish Macedonia is to be annexed into Greece, as per the agreement, and Russia will compensate Turkey with 25 EPs. That is all. There is no secret agreement nor Russia wishes a change of the status of the straits. And the change of hands of Turkish Macedonia (really, the eastern part of it as most of Macedonia is already Greek) does not changes at all Turkish independence.
 
The United States accepts Russia's guarantee that it will not seek a Mediterranean port and that it does not have or intends to form any agreements that would act contrary to the objectives of the conference.
 
The Conference is over, so sad. I just have to draft the final treaty.

Rumours of Dissatisfaction in the Bureaucracy

Speculation has been abounding after an anonymous senior civil servant from the Colonial Office leaked that ongoing negotiations about the fate of the territories previously known as the Dutch East Indies were beginning to cause much frustration with the Governor-General. The source said that the Governor-General was beginning to feel that the new administration in London was becoming too focused of European politics and less so on the good of the Empire. It is believed that the Governor-General was initially invited to talk regarding the issue but the actual deal is being handled behind doors not open to him.

The Governor-General has always been associated with a very conservative background, he was appointed under the Henry Law Government and this has led to speculation about his opinions of the new Government in Westminster. If the Governor-General were to come out about these issues he could potentially see the Secretary of State for India recommending his removal. For the time being the Secretary of State is a member of Oliver North's Party which puts the Governor General in a precarious position.

Some reports have come in though that would suggest a deal between the Netherlands and The Empire has come into effect. It has been seen that forces of the British Raj are being redeployed which what would appear to be a more cautious attitude where the coasts of India are concerned. Resources that were meant to be going to the building of a fort in Burma have been redirected to Ceylon. It appears that the Raj is feeling less confident in its hold of India. It is speculated that this could be due to a potential Anglo-Dutch treaty.

No matter what the outcome of these negotiations it would appear that distrust is arising between the Indian Bureaucracy and Westminster. The Raj is already making moves to be less reliant on Europe and is it believed that there may soon be the beginnings of negotiations with Persia for a potential trade treaty.

In a recent statement Governor-General Herbert Layton the Viscount Trevelyan has affirmed that the rumours of his disloyalty to Westminster are ill founded and that there is no ongoing divide between the Policy makers of Westminster and the Civil Servants of Whitehall. In his statement he presented himself as one of the Monarchy's most loyal servants and pointed to his long standing reputation as a proponent of the Civilizing Mission in India. He has yet to issue a statement on any change in India's defensive policy.
