Blank Mods screen

I've been experiencing an annoying, recurring issue where I can't download or use any mods for Beyond Earth. I can subscribe to them in Steam (outside of the game), but clicking on the "Mods" button in the Beyond Earth menu results in a blank screen. Well, to be precise, the background is still there (the screen doesn't turn black), but no menu elements are there at all. The only way to get out of this screen is to CTRL+ALT+DELETE and end the Beyond Earth process, or Alt+F4. Curiously, the game hasn't crashed - ending the task brings me back to the game and the "Are you sure you want to quit?" dialog comes up as expected.

This is frustrating not only because I can't download or use any mods, but because I took the time to get every Steam achievement for the game, and this is the first time I've done that. (I have 1000+ hours on Skyrim and only 40% of the achievements, so I really don't care normally). The only two achievements left are the mod related ones, and while I know the achievements are pointless, it is a little enraging being reminded (front and center screen, no less!) that this game is broken for me whenever I use the Steam overlay inside the game (which I use often, to talk to people).

Things I've tried, as mentioned in various other support threads for the mod screen. (Few of them described this exact issue, though)

- Delete C:\Users\<User>\Documents\My Games\Sid Meier's Civilization Beyond Earth\cache\CivBEModsDatabase.db and restart the game
- Toggle Offline mode on and off again
- Delete and restart the game
- Try playing the game both in normal mode and AMD Mantle mode (I have an AMD card)
- Copying and extracting the downloaded mod from C:\Program Files (x86)\Steam\userdata\23497200\ugc\referenced to these locations: C:\Program Files (x86)\Steam\userdata\23497200\ugc\download, C:\Users\<User>\Documents\My Games\Sid Meier's Civilization Beyond Earth\MODS
- Checked the game thinks its installed somewhere else in C:\Users

I'm at my wits end, having searched and searched for solutions to this issue. Can anybody help, please? The only mod that I can use is Planet Simulator, because I extracted it to the Maps folder and I can select it when firing up a Single Player game. (This doesn't trigger the achievements either, but even if it did, it'd be nice being able to use any of the myriad of other mods available)


This problem was solved by one of the game's patches.
