This mod adds CONSCRIPTION to the game.
We all know that throughout the ages, states have had conscription; so why not try to recreate that in this?

WHAT THIS MOD DOES:

Adds +1 new units and +1 new building:
~~~~~~ NEW UNIT: CONSCRIPT BRIGADE ~~~~~~~~~~~~~
A conscript brigade is a force of soldiers drafted into an army. They aren't as well-trained or equipped as a professional army but they can be called upon quickly and can be thrown into action much sooner. You can use them as a last resort defense force or you can use them as the bulk of your army. YOU NEED TO BUILD A CONSCRIPTION CENTER BEFORE YOU CAN BUILD THEM!!! (SEE BELOW)
You cannot purchase conscripts; you may only build them in a city that has a CONSCRIPTION CENTER. When you are building them--as you are drafting soldiers directly from the population--population growth is halted. They have an attack of 24, 1 movement point, start with the Cover Promotion, and are much cheaper to acquire in comparison to other types of infantry. They are cheap, slow, and useful in large quantities. If you are in a bind, they can afford you enough time to bring in reinforcements. You can also use them as the main force of your army if you like and have professional units waiting nearby.
However, due to their inexperience and relatively poor training, Conscript Brigades are subject to:
A 33% penalty against cities (use your regular forces for capturing cities).
Receives no defensive bonuses.
They cannot be upgraded into any other units

You build a a conscription center if you want to build CONSCRIPT BRIGADES. It also provides 3 engineering specialist slots.
Conscription centers have a 3 [ICON_GOLD] gold maintenance cost because of all the costs that go into making conscription palpable for the masses.
