This mod adds CONSCRIPTION as a mod to CIVILIZATION V
============================================

-- YOU NEED TO START A NEW GAME FOR THIS TO WORK --
Go to MODS -- > Activate this mod -- > Play the game with the mod.

If that doesn't work, PLEASE VISIT whoward69's guide here: http://forums.civfanatics.com/showthread.php?t=465972

If that STILL doesn't work,PLEASE VISIT Thalassicus' guide on making mods work if they don't here: http://forums.civfanatics.com/showthread.php?t=440525

This works ONLY with BRAVE NEW WORLD

IF YOU HAVE A MAC, THIS MOD WILL EITHER WORK OR WON'T. (Great options, I know!)

==================
INFO ABOUT THIS MOD
==================

This mod adds CONSCRIPTION to the game.

We all know that throughout the ages, states have had conscription; so why not try to recreate that in this?

===================
WHAT THIS MOD DOES:
===================

Adds +1 new units and +1 new building:

~~~~~~ NEW UNIT: CONSCRIPT BRIGADE ~~~~~~~~~~~~~
A conscript brigade is a force of soldiers drafted into an army. They aren't as well-trained or equipped as a professional army but they can be called upon quickly and can be thrown into action much sooner. You can use them as a last resort defense force or you can use them as the bulk of your army. YOU NEED TO BUILD A CONSCRIPTION CENTER BEFORE YOU CAN BUILD THEM!!! (SEE BELOW)
You cannot purchase conscripts; you may only build them in a city that has a CONSCRIPTION CENTER. When you are building them--as you are drafting soldiers directly from the population--population growth is halted. They have an attack of 24, 1 movement point, start with the Cover Promotion, and are much cheaper to acquire in comparison to other types of infantry. They are cheap, slow, and useful in large quantities. If you are in a bind, they can afford you enough time to bring in reinforcements. You can also use them as the main force of your army if you like and have professional units waiting nearby.
However, due to their inexperience and relatively poor training, Conscript Brigades are subject to:
• A 33% penalty against cities (use your regular forces for capturing cities).
• Receives no defensive bonuses.
• They cannot be upgraded into any other units
~~~~~~ NEW BUILDING: CONSCRIPTION CENTER ~~~~~~~~~~

You build a a conscription center if you want to build CONSCRIPT BRIGADES. It also provides 3 engineering specialist slots.

Conscription centers have a 3 [ICON_GOLD] gold maintenance cost because of all the costs that go into making conscription palpable for the masses.

Hey, I tried your mod but I think conscripts are way too weak. :)

Because they only have one movement point, moving them is a difficult task and they usually arrive too late at the party. Also because of this, they are only good for very local defense and can be easily out-maneuvered by the enemy. Also they have 25% less strength then riflemen, which is reasonable but normally around 30-40 turns later I research replaceable part. Now with 24 strength they are more than 100% weaker then Great Infantry and rather useless.

Conscripts were important during the second world war. Most German soldiers were drafted. Why limited conscripts as late-game weak meatshields?

What you could try with conscripts, while keeping them a balanced, is giving them a promotion of 75% bonus strength vs units of a greater tech level. This was also done with the Zulus I the scenario I believe. This way they are only 16% than against Great War Infantry and 40% than regular infantry.

Also you should give them double movement on roads. That way they are able to reach cities quickly but they still are limited maneuvering in battle ( on normal terrain ).

Hey Leeuw01, you make a lot of goods points.

I think I will add that double movement on roads promotion.

The reason why I am hesitant to make them stronger (and why I'm seemingly keeping them quite weak) is I really want to be careful about how people and the AI use them. If they are strong, then people can spam them and they make the other, more high-tech infantry, more or less useless as they'll have to slog wave after wave of cheap, relatively strong conscript brigades. I think this would get annoying for the player or it could be used as a cheap tactic against the AI. That's the reason why I'm keeping them pretty weak at the moment; as a sort of last minute defense. But, as you said, conscripts are pretty integral to wars. So, I'm not sure what I'm going to do. What do you think about what I've said? They are effectively meatshields in a way, but I don't want later infantry and later military units getting outclass (these later units cost more both in hammers and beakers so I don't want to basically cause them all to be useless in comparison to a mob of conscripts).

Maybe I'll boost up their base strength a tad? They're at 25 now but maybe a little higher, hmm..

Cool mod, cool idea and good for when barbarians show up one question however, what is their production cost?
