The obvious answer is to genrate a GS elsewhere, you do have cheap libraries after all... That is obviously not always possible so if you do get a merchant early you are in a bit of a pinch. Traderoutes get stronger later in the game and there are corps(sushi!) and golden ages you can use it on, but in the very early game you are probably best off just settling the guy. Letting him sleep until you can get sushi might work if you are going for culture, but it is probably not the best use...
