Whats that mean? and what can I do about it? It appears right as I'm supposed to get to the desktop, and no buttons or bars appear because of it. I have Windows XP

It should be located in C:\WINDOWS\system32. Download it from the page linked by stickciv and then move it there.
Edit: this works if you can actually access a web browser or at least explorer. If you can't, you'll probably have to downloade the file with another computer and copy it somehow. I don't know whether WinXP install CD gives you a command prompt so you can use a floppy to copy the file or not

he can do a repair install of XP, which should reinstall the file

Thats what I've ended up doing, and although all the files are still there, they're not 'there' so to speak, meaning i have to search for them, I can access them like b4. any help with that?
