Did I miss something? Where did Mongolia come from?

I liberated the captured cities and they became my vassal Mongolia. 1st time I ever did that. I was trying to free up some troops to stand up to Mabeco. I didn't know that each city I freed got their own troops. I didn't check but I assume the city pop was reduced to do that. It was a pleasant surprise.
