[Solved] Running Windows 10 build 2004, Steam BtS v3.19 and the BUG mod v4.4.
Turning off BUG mod and running a game without it allows diplomacy in older saves. I have already attempted rolling back to "original_release_unsupported" in the BETA tab in Steam. Any ideas?
EDIT: I had imported my "documents" folder from another computer to get my saves, and it included another installation of BUG. When I installed it on this machine, I put BUG in the game's directory not realizing "documents" already had it so I effectively had two BUG installs in conflict. Rookie mistake! Uninstalled both, reinstalled Civ4, reinstalled BUG and done!
