Bug G&K: cover II promotion unattainable

At the moment it is impossible to get the cover II promotion. According to the civilopedia cover I is the sole prerequisite, but after attaining cover I one cannot choose cover II.

I have the same problem.

I did 3 things and still haven't got the "Cover II" promotion.

1. I reinstalled completely through Steam and ... still no Cover II.

2. I reinstalled everything with Civ5 and G&K dvds and ... still no Cover II.

3. I let Steam validate my files and it finds one file missing. Upon relaunching Steam updates, it downloads one file, it installs one file and ... still no Cover II.

I'm using the latest G&K version (1.0.1.705?) and having the same issue. No matter melee or ranged unit, they can't get cover II promotion.

Also I can't get the Indirect Fire promotion, too.
