Bug or what? Can't get a Great Person...

Hi. I gotta a problem with my Culture points, take a look:

Is it a game bug or something else? I hope it's not bug, cause I'm playing on Deity- trying to get "Citizen of the World" achievement and I'm not too keen on getting to that stage of the game again

You should have gotten alot of great people with that many culture points... How many have you gotten so far?

If you really can't get great people, I suppose you could try flip cities or build as many wonders as possible to win cultural victory...

Well, I think that game just ran out of Great People that it could give me xD Just 2 left, darn. Too bad I build all wonders I was able to- well I got World Bank, but obviously I'm not gonna do it I'll play some more and see if I can convert some other civ's cities.

No, my guess is that you got a "tech" or "economic milestone" trhat gives a free great person (which is the most likely because it looks like you've just reached the 10k which is 1 free GP).

What happens is that it woulda added +6k and you already had 3k culture so it became 9/6k

No. Why? Because:
1. At the time I made this photo I had culture +300 per turn so I had had culture over the limit for about 10 turns and nothing happened.
2. I didn't have 10k gold- I had 100k, so I had got this GP a very long time ago
