[NFP] Bug. Playing Shuffle mode. Culture tree scroll ends in atomic era

Hi I was playing a NFP game with secret societies, Heros & Tech and Civic Shuffle. As I was Playing I was trying to find Demoracracy when I saw that the Civic tree ended in the atomic era. The Civics afterwards were still selectable in the drop down menu, but not in the civic tree menu.
