Bug: Puppet production / Annex screens

Having Rome's mighty empire falling to the Persians and Suntai's armies as fast as we could move, Caesar sued for peace and gave me four more cities and a bunch of other stuff for a peace treaty. I accepted then turned the cities into puppets. Then got asked and stuck on the "choose production" screen for one of the puppet cities which I can only get out of to the "Annex City" screen...which I do NOT want to do as the cities I'd already swallowed had the happiness down to -25.

Annex the city then do a load from a nearby save/autosave?

You got a production screen for a puppet city? The only time you should ever get a production screen is when you annex, or raze a city. Your not suppose to be able to choose production in a puppet city.

Like nearly everything unusual in Civ5, this is a bug >.<
