Playing for like a hundred hours last month and that's the first bug I noticed.
File attached, it happens in 1 turn. This time, only 2 enemy cities becomes visible.

Waaaait a minute, why do you think it's a bug? Come to think of it, you're describing absolutely vanilla espionage mechanics. They steal a tech from you, expending a lot of espionage, so the espionage ratio shifts radically in your favour, and you get visibility on their cities. Sounds very much exactly how it's supposed to work.

I was more a Civ-6 player, back to 4 only recently.
