when given "transport foot units", did you also assign a number higher than 0 of units transported? Otherwise AI ignores this if I remember correctly.

No, I didn't want them to load units or be transportable.

You could give them a transport capacity and mutually exclusive flags like transport foot unit + transport aircraft. Nothing would actually "fit" in them. (Unless you have foot-aircraft, of course)

Do you know for certain if that works? I have a guy testing my game that I can’t keep disappointing with these crashes.

They won't load units unless they have the AI strategy for transport ticked and if I remember correctly they won't in the regular editor. WildWeazel's advice is gold and it will work.

All static artillery and fortress units can now load 1 foot-aircraft unit.
