A problem I faced and examined, 3.13 no mods
When you declare a war while your spy is in 1 tile with currently hostile (or newly hostile) units, you get teleported out of enemy's cultural borders. That's even when you fight one side and declare on another, your spies getting ready for action in enemy capital are blown far away. However, if there are no units in your tile, you remain where you were exactly.
I believe spy teleports shouldn't be in the game. Could you please put it into fixi-it list?
