Build up of troops alerts AI?

My relations with him were pretty bad most of the game.

So what else is new? The guy is nothing but a thorn in everyone's side.

Of course this isnt conclusive, but I do think the AI reacts to a buildup right next to its borders/cities.

I wouldn't be suprised if the AI does try to match your troop strength in a specific area to defend itself.

However the question was if the AI willl declare war and launch a preemptive strike if it sees you're massing troops, which is something I find unlikely.
