Build Worker timed with Resource

Why is it important to have a resource built at exactly the same time as a worker. Sure I have read about this technique but not sure why it is used and does it apply in ant other situations as well this exact timing mehod?
 
The first thing your worker does when it is built is... improve a resource!

Your question sounds confused though, maybe you should give examples of what you mean by "worker" and "resource".
 
Well, if you built your worker 1 turn earlier, then sometimes if you don't have the techs, it will just sit around doing nothing. May as well delay that build until you can actually use it.
 
Unless the turn put into the scout gets the scout built quicker than it would have been otherwise, it's all the same. Meanwhile, if he had been playing a civ that starts with Wheel or Ag (so he could part-build a road or farm on the "wasted" turn), or if 1 turn travel time were needed to reach the cows, then the turn put into the scout would have been actively inferior.
