Will you use the highway as a pollution reducing improvement or what? In that case should it be rather called a beltway (is that the right word for the highway/road which circles the city?)? It sure reduces the pollution caused by traffic that would otherwise go through the city.

Probably both reduction in pollution and increase in trade.
