Building Creative Constructions

In my most recent game, I got a great engineer and one of the options was building creative construction. I wanted to found it in a different city, so I moved my GE. When he arrived, the creative construction option was still there, but "greyed out". Four or five turns later, creative constructions was built by an AI civ and disapeared as a (non) option for my GE. I presume that this was something to do with the CC requirements, but even after looking at the cyclopedia, I can't see what the cause was. Any suggestions?
 
Were you in state property? Did the city which you wanted to start CC have access to the appropriate resources (if you don't have access to the resources you can't found it)? Did you have enough money on hand to found the corp HQ?

I've had a look at the log. When the GE was born, I was in Free Market, so the option to found CC was active. The following turn I received Communism as part of a tech trade. I had been following the discussion of FM vs SP, so I decided to try SP (which I don't normally bother with). The good news is that SP improved my research by a small amount as well as boosting my hammers. The bad news was that I had forgotten about Corporations, so when I turned to my GE in the location I wanted to found CC, the option was no longer available. You live and learn, although in my case, I seem to live faster than I learn.
