Building Fleets

Everytime I select the build fleet button a pop-up tells that I need at least two valid ships to build a fleet. My logistics are high enough. How do I build a fleet?

 

[One Man Bucket]

You need more than one ship on the tile you are building the fleet on.

 

[Macels]

You also need to select the ships in the stack that you want to create a fleet with.

 

[Paradigne]

And one of them can not be a starbase
