Bingo. I was Songhai when it happened. It was my first ever game and I pretty much didn't even look at my leader/civ benefits. Thanks!Songhai can create treasure fleets in your homeland for any city on a navigable river.

Gold in DL counts as a treasure resource. But I have Gold on the in-between islands that does not, it just says it gives +20% Gold to buying units.
I thought the in-between islands counted as DL. "Any lands not accessible during Antiquity Age" and this island is behind Deep Ocean tiles.
Kind of frustrating since I spent a few turns dispersing Independants on this island and I really want to Camels that are there too. Not sure i should waste a settle since the town will only get 1 Treaaure Fleet point now. I already have a Town on the island N of this one....
My first two games the treasure fleets worked fine. Now, on my third game, I have 4 settlements that should be producing and none are. It looks like the AI is having the same bug because they have eligible towns that aren’t doing anything either. They really need to fix this. It’s ruining games.
It would be fun with a pirate themed leader that can capture treasure fleets without declaring war and gets bonuses for plundering trade routes.
Not sure who though.
To be fair, it comes from one of their civic trees so you wouldn't be able to tell just by looking at the civ abilitiesBingo. I was Songhai when it happened. It was my first ever game and I pretty much didn't even look at my leader/civ benefits. Thanks!
Some of these islands are Distant Land continent, no question about these.Gold in DL counts as a treasure resource. But I have Gold on the in-between islands that does not, it just says it gives +20% Gold to buying units.

I get that but this medium sized island had one other treasure resources. Some of these islands are Distant Land continent, no question about these.
Some others are Homeland continent with Homeland Resources only, Gold/Silver here is the normal version.
And some others are Homeland continent but also "Treasure Island" and can have Distant Land Resources, and can produce Treasure Fleets...
Better look at the Resource's tooltip to be sure!
The Continent Lens highlights the Treasure Resources (generally this Lens is quite useful for map-related age-specific mechanisms - Treasure Resources in Exploration age, Artifacts in Modern age).
You don't need a mod. Resources which could be used for TF now have wave overlay, which clearly indicate them. Overview of treasure fleet is on resource screen (although not the units already produced). Is there a mod that makes it more clear 1) Which ressources can be used for TF and 2) An overview of the tressure fleetes?
