Building roads early?

Roads cost you money. Apparently they offset that when connections between your cities are made. What’s good advice about when you should build them in the early game?
 
If you have the tile improvement suggestions option on, they'll suggest a road when the gold connection offsets the maintenance. Doing so before then doesn't make sense. Anytime after that is a decent idea unless the workers have something more important to do.

The discussion changes if they're for war (including defense), of course.

Always supposing you have nothing more important to do, you can spend two turns on a section of road, not finish it, move on to the next hex and do the same, etc. That means you can complete the road more quickly later and don't have to pay upkeep on the incomplete sections. You can do the same thing if you are planning to go to war on somebody and want a road towards them but don't want the financial drain until the last moment.
