I'm trying to create a mod and it worked out ok on one computer but when I used a flash drive to transfer to another computer, i a C++ runtime error. Is it the computer or is it the mod?I can post the unifinished mod if need be.

What changes did you make? Art? XML? Python? SDK?

When does it give you a run-time error? Loading Civ4? Loading the game? Moving a unit? Ending a turn? Finishing a build? Saving a game?

There are so many reasons why a game could crash, it's impossible to go through all of them. We're going to need a lot more info.

Oh sorry, it shows the loading screen and a few seconds after it disappears, the error comes up.

Ok I figured it out, downloaded a 24 civ game core posted by nevermind and appearently it doesn't word on this computer. When removed it the mod worked fine. Do you know how I could maybe get it to work?

You'd probably have to talk to the mod maker, then. Try posting in the thread where you found the mod. You might also want to try removing any items you have in the custom assets folder. Finally, I'm sure there are a few "more than 18 Civs" mods out there, you can always try another one if you can't get that one to work.
