Can a civ with vassals capitulate? If their vassals previously capitulated, it seems that the vassal generally renounce their master. But it seems that colonies are unlikely to renounce their masters. Thoughts?

I have played a LOT of games and have never seen a permanent alliance. What am I missing?

I have never had a "master" capitulate as long as they still have vassals.
Once the vassals become free, I have seen the master (and the vassals) all capitulate instantly, making me think that it is indeed a game mechanism.
Lesson (I guess): if you want a quicker victory, you need to prise the vassals loose early - probably by attacking them directly first, and going for the master second. They will then all capitualte to you much sooner.
Attacking the master first, while probably smarter in a military sense (as they will be stronger than the vassals), will probably be slower as you basically need to destroy the master almost completely before the vassals will free up and surrender.

It's an option turned on when setting up a custom game.

Masters can capitulate with vassals. It's just not practical to see because of the way the cap system works. I've had it work a few times, after the master was rendered completely useless.

Not only do you need to activate the option, but if you are #1 in score or power the other AIs will say you are too powerful to ally with (this puzzles me to no end).
I have. The Mongols created a Chinese colony and at one point in our war it capitulated to me while still being China's master. The Chinese became free and went on to continue the war until I contacted them, at which point they also capitulated to me.

Yeah, in fact it just happened to me. Roosey was a vassal of Ragnar and I wiped Ragnar down to one city and he capitualated and I got Roosevelt as a bonus.
You would think if the vassal system worked a little better, then Roosevelt should have been free when I defeated Ragnar.

Normally he would have, that's how it worked for me. He probably decided to capitulate to you before he had a chance to really be free. In my situation, I had to contact the Chinese before they would capitulate to me, it's wasn't automatic. When I did though they were more than ready to become my vassal.

Can colonies renounce their masters?
Theoretically yes, but the conditions are so restricted that effectively they can't.
