Basicaly the Missionary and OR work exactly the same... Tho I dont know if one can make a building that is in practice not buildable...
Can a civic allow certain units/buildings?

You need a monastary to build a missionary, right?
When you are in OR, you dont need a monastary to build a missionary...
What if you made the clone dependant on a "Cloning Vat" or something. But the building is not actually buildable in the game. The "Cloning" civic would make for the Cloning Vat to not be needed in the same way OR works with the Monastary not beeing needed for the Missionary.
Only pittfall is (and I aint no Modder) can you have a building in the game that is actually not possible to (hand) build.
