Well, maybe it's simplistic of me, but what is on line 126 of CIV4DiplomacyInfos.xml? That's where I'd start looking for the problem.

Were you making changes to your xml files?

Hmmm I didn't even touch that file but I had to change a few things because there were already things wrong with it. Also, I can't see anything wrong on that line.
