Can I transfer a downloaded map into Editor?

Yes.

O.k. some words more: Use the "import" feature to add the map to your new biq and then save the biq with a new name.

And may be it´s better, if you do questions about the editor in the Civ 3 creation and customization forum, because in that forum there are more civers that do modding and work with the editor.
