Can someone clarify this UI element?

've included a screenshot for clarity since I am simply unable to get the right keywords to find the answer myself. I'm playing on my Switch and the Action Panel (lower right UI element prompting actions) and a display under it are red. I can't figure out why.

Why is 1/4 of the circle surrounding the arrow, red? Why is the 9 of 11 red (what does that mean)?

That is your era score progress. Your current era is coming to an end in 10 turns or less. If you do not score at least 11 points you will end up in a dark age next era. Dark ages are not bad but you do exert less loyalty pressure than if you were in a normal age. If you are in a dark age but score enough era points to end up in a golden age, you actually get a heroic age instead. Heroic ages let you select a few more bonuses than normal.
