played every civ from the first, but feel like im drowning with this one. feels like im playing a freemium game made as a sort of copy of civ.

what's the benefit of a legatus. I can put other troops inside him? but if I want to fight I have to take them out? so why not just ignore him and move them separately?

I know im missing something, so advice appreciated.

It seems like your question is more geared towards what is a Commander unit for, but I'll speak on the Legatus as well.

What of the pains/annoyances of the previous editions of Civ was having to move all those units around the map. Being able to merge units into the commander and moving only a single unit (the commander) at a time, makes it easier on the player. Especially late game when you have a lot more units.

The Commander unit also has the ability to allow units newly built that are far away from the war front to be sent to the commander. Basically you tell the until to go to the commander, it'll be removed from the map and in a certain number of turns will appear at the commander.

The Legatus has a feature that at every three promotions it's able to found a town. Note, that's a unique unit for Rome.

I presume you already have tutorials on, but if not, enable them. There is definitely an explanation of army commanders after you create one.

Also the official Civ 7 website has a game guide. Here is the relevant section for you:

so in simple terms, in the early game where I am, and im not traveling far, its good to have the Legatus but I shouldn't put units into him, just having him hanging around near any fighting I do?

So many uses for these guys. You can move him into position and unpack a few of your units, then after they take some hits, pack them back in and unpack the reserve forces. If the battle starts going badly you can pack them back in and retreat.

This gives you way more mobility since you can use one movement point of your units, pick them and the use the commanders movement points to either retreat of press forward.

It’s also good because you can hide weaker units like siege inside the commander and they can’t be attacked until the coast is clear. Keep unpacked melee unit on the same tile as the commander to protect them and then again if the battle starts going against you can pack them ups nd retreat.

These guys gain experience too which you use to make your units tougher or further enhance the mobility aspect of the commander.

Let's not forget about skills like Focus Fire and Coordinated Attack, everything is described with tooltips.

Army Commanders are a great addition to the series and I completely don't understand your mention of a freemium copy of civ. What was that about?
