Can you discover a new tech in less than 4 turns?

It's seems like I can never research a new tech in less than 4 turn in total. Is that the minimum?

For the default rules, yes. You can mod the *.bic or *.bix files to increase or decreast the minimum and/or maximum research times as well.
 
Well then I don't understand. Let's say I just finished researching a tech and I'm about to start researching a new one. My science rate is at 30% and that would allow to research the tech in 4 turns. But even if I increase the science rate, it stills stays at 4 turns, even if I increase to 100% science. It seems to be topped at 4 turns. But i would be expecting for the turns to go down to 3 or 2 by increasing from 30% to 100% but it doesn't move at all.

What I end up doing is is decreasing my science rate to the minimum by still researching in 4 turns. This way I max my gold.

I'm producing a lot of trade and I would be expecting to be able to raise my science rate high enough to be able to research new techs in 1-2 turns max.
 
As Sinapus said, 4 turns is the minumum research time in the default rules. Nothing you do - increasing research, etc. will shorten it below 4 turns. To do that you have to use the editor to modify the minimum research time.
 
OK I thought Sinapus was answering yes to "Can you discover a new tech in less than 4 turns?".

Is the AI also stuck at 4 turns or can they research faster?
 
It's four turns for the AI also under default rules.
 
There was a thread on this a LONG time ago. Basically, the defualt rules say 4 turns at the minimum for anyone, and 40 at the max. You can change this in the editor. Be careful though, setting the min and max tech at the same value could cause problems.
 
The 40 turn thing is funny. When I get the GL I jut make a citizen a scientist and put my research to zero, economy to 100% or 90%, 10% lux. Its still 40 turns no matter how hard the tech should be. A bit weird that IMHO.

Oh for the luxury of researching a tech in 4 turns :) I havent seen that since my Chieftain days...

It is more difficult as you go up in level, though not impossible.
In a recent solo game on Monarch as the Ottoman's I was researching Industrial Age techs in 4 turns and Modern age in 5 or 6 depending on the tech. You just need libraries and universities everywhere. Of course since the Ottoman's are scientific, I had some help here. ;)

I have done it with non-scientific civs as well.

As long as you put libaries and universities in every city and you have a well placed forbidden palace therefore maximising your scientific output there is little reason to not be able to research ind. and mod. techs in 4-5 turns. I frequently do! Also make sure that when you arecoming into the industrial age you are tech leader and then sell your new discoveries to other civs for large gold/turn agreements, they come to rely on you and you can then fund your economy through them and set your science rate to 100% whilst still raking in up to 1000 gold/turn. keeping you rich and dominant and them poor and needy!! Enjoy!
 
I'm usually the one doing the catching up. Mainly due to the fact it takes a life-age to build some of the danged improvements especially in Huge maps where 60-70% of your cities are catastrophically corrupt even in Demo with a reasonable FP placement (completely unrealistic in my view). The only time I ever have a decent gold stash is immediately after the GL is built and I can sit back a bit.

Anyway - I'm only on my first few Regent games before I get the hang of the difficulty.
 
Ah. Huge (and large) maps have a increase in tech price built in that makes it harder to research fast for a given size/efficiency of civ. You could give it a try on a standard or small map and see how you do - I know from experience that it's possible to get to 4 turns per tech in the late middle ages and stay there on regent (small map).

Also, the lone scientist thing - yes, strange, but can be very useful if you want to do a 40 turn research on something and you happen to have a useless citizen sitting around somewhere (you know the kind in semicorrupt cities where you're already at size six, don't feel like paying for an aqueduct, and whether or not the last citizen is working a tile makes no difference to anything besides food). Just be careful - under certain conditions (I'm not sure exactly what they are), the governor will change the scientist to an entertainer on you, so you need to keep an eye on it.)
