Seeing how canals played such a huge role in transportation, especially in places like the United States just before and during the Industrial Revolution, I would say that the workers being able to build canals (at least during later periods like the Industrial Era) would be pretty cool. Not necessary, but cool. I'd use it. At the moment I tend to simulate canals when I choose my cities. When I see an opportunity to drastically cut down on naval transportion distance/time by building a city on a land square between two major bodies of water, I do it. Thus, this city serves as a pseudo-canal. I don't particularly care if this city is in and of itself a good one, because its location serves to benefit my empire as a whole by acting as a pseudo-canal. Obviously, with land barriers of two or more, the use of a city as a pseudo-canal doesn't work, so I don't bother. But if I could do it, I probably would.
