Cannot Build Railroad on Tile Beside Sea

Has anyone else experienced this problem with the patched version? I have a grassland tile along the coast that is mined and has a road through it. When I placed my worker on that tile to build a railroad, the Railroad button did not show as one of the options. I have road access to both coal and iron and can build rail on other tiles alright. This was experienced for at least 2 tiles on that same coastline now.

There are no plain roads connecting to that tile, right? That is, do all other adjacent tiles have either rail or nothing built? Sometimes it doesn't look like you've got rail because of non-rail connectors, but it's really there.
