Cannot Create Great Work of Art even though I have space

Are your great people near a city? I've noticed that you can only create great works when in or near a city for some reason.

I've had them in cities they were born in & airlifted them to cities with free museum space. No luck.

It's simple, which was stated before, all great whatever works have been created.

Maybe they could implement "Future" works similar to future techs.

e.g. "Future Music X", "Future Writing X", Future Art X"

Or imitate Dwarf Fortress and implement procedurally generated works for unnamed GWAMs.
