Cannot find text phrase in the XML

Hi there
I just cannot find the text "Cannot found a city within 4 tiles of another city" (see the attached graphic red text). If anyone knows where it is in the assets I'd appreciate it. It's not hard coded is it? I use Windows advanced search/search in file contents.

While he answered the question, one thing to comment on:

Windows search, unfortunately, refuses to check certain types of files' contents. Lua is one of those forbidden types, although XML should be searchable. So just because the Search said that there were no matches doesn't mean that there aren't any matches in those directories.

There is another issue with Windows advanced search which is not good. Sometimes it does not find exact phrase searches like "Cannot Found". It will find files with "Cannot" or "Found" or both. Looking for solutions to this on Google does not seem to help because it works for some people and not for others. Deselecting the "find partial matches" option doesn't work. It has something to do with the background indexing feature I think.

Do you think there is a better freeware search utility out there that does not stuff around and does the job every time?
