[Vanilla] Cannot get FireTuner to work.

Hello! I just got Civ VI, but I did not download it from Steam, and I wanna edit the game and have some fun(spawn a million tanks) but IGE is not available to some reason, and people keep saying it is not worth making because FireTuner does everything, well I can't get FireTuner to work. I went to the file and changed EnableFireTuner to 1 instead of 0, but how do I open FireTuner?
