I'm playing the new world campaign with the mayans and I can't build a courthouse even though I have mathematics researched, but the names of the buildings coming with math are caravansary and texcozingo.
The odd thing is that my /MODS file is empty but my /moduserdata is refreashed every time I play( tried to delete it)
and all my saves are saved to /ModdedSaves
I never installed any mods and by the date u can see that Mods folder was created when the game was installed
Does someone know why can't I build a courthouse and what is happening with these folders
I'm using steam to play and the game was updated when I first started it
