Can't build Campus on Plains Hill with Banana

I am playing as the Maori.

I want to construct a campus on the plains hill with bananas which is located between two geothermal vents, two mountains, and another campus. That would be a 6x adjacency campus, correct?

The tile had jungle a few turns ago and I removed it to make room for the campus.

The tile graphically still displays the jungle, but the yield and tooltip indicate the jungle is gone, and the worker no longer has the option to clear jungle.

I have bronze working (since I removed the jungle).
The city owns the tile and it's not being worked.

Is this a game glitch?
The only other thing I can think of is that since the Maori can't harvest resources that might mean they can't place districts where a resource would be removed. Can anyone shed light on this?

Can anyone figure out another reason why I can't build a campus in that tile?

I would guess it's because Vilnius was a City-state and not (yet) considered ceded to you (and those tiles are still considered to belong your own city, Kaipoi, up north), which might be a glitch. Have you tried to reload the game?
 
It's the maori drawback - they had to have a limit !
 
Since you are playing as Maori, you can't harvest any resources, including bananas, that is most likely why you can't place your campus there.
It's definitely this - I saw the thread title and immediately thought "Maori".

Nope, the civilian symbol on the tile tells you it is Vilnius’s and can concur with the @Noble Zarkon on this.

Also I have never seen Bananas in the real Kaiapoi (you missed an a)... it gets a little cold there.
 
Yep, as Maori you can't harvest resources, even for placing districts. No dice, I'm afraid.
