Can't build Stonehenge (mod)

Ok,

I have a source of stones and flatlands (grassland) so why can't I build Stonehenge? It doesn't say I have no suitable place to build this only it won't let me actually build it.

ok, so the issue is I can't build districts then.... great.

Ok, anyone know if any of these mods have a glitch where you can't build districts:
Unit Report Screen
Tundra farms
Tougher city states
TCS more barb xp
TCS improved water yeilds
TCS improved forts
Settlers build roads
Production Queue
Mynex's more units
Improved builder
Fish farms
Better Unique Improvements
Better trade screens
Better national parks
Ananse's Religion mod
