Can't build the Forbidden Palace

Hello everyone,
This is my first post. I'm a big fan of Civ, but I'm not that good I'm somewhere in 19th century, but I can't build the Forbidden Palace. I've researched the technology that you need to build it, but it doesn't show up on my list. In fact, I don't see several wonders, including Notre Dame. What am I doing wrong?

Has someone else built it already?

Press F4 and check global politics to see wonders that others have built already (as long as you have met the civ).

Just from personal experience, it's probably something simple. I, for example, recall one time when I went away from a game for a couple of days - but was still thinking about it at work - and then came back to it. I had decided to build some Wonder or other in a particular city... except I couldn't. Everything researched, everything available for this Wonder, but couldn't even see it in the list. I was going crazy, trying to figure it out, before I finally realized - I had already built it in another city! Luckily, no one saw this (until now).
If the Forbidden Palace doesn't appear in your list - even grayed out - then this would be my first guess. Otherwise, I'm sure it's something simple.

I'm also looking for some general tips. I'm playing as Bismarck (Prince) , for my first time. I'm not doing very well. My empire is 5 cities, and India (which is right next to me) is like 20 bazillion cities...AND I'm behind in the tech tree. My gold is not going very good. That's my main concern. I'm in the beginning of the Industrial era, and I'm only making 45 or 50. I don't know how to get out of this and make more money.

Quick Gold tips include: Trading Posts (a land improvement), mining resources (Gold, Silver, etc.), Gold buildings (banks, marketplaces, etc.) within cities, and trading / selling excess resources to other Civs. Also, limiting your military can help - if you feel safe doing so. Judgement call for you...

Oh, and there are numerous links around here with much more detailed info than this. Yay!
