Can't declare war on Peter

I've played BTS many times but yesterday ran into something new.

I had Peter the Great as my neighbor. Late in the game I decided to declare war on him but could not. When I tried to open the dialog screen, he would tell me "go away" and there was no provision for "lets discuss something else" then "your head would look good on a pole" which is my usual method to start a war.

I also tried invading his territory to force war and the UI would not allow me in. Normally, without open borders, you can start a war this way when the UI will ask if you "really want to start a war" by invasion.

Peter was not a vassal of any other civ and in the same game I had no trouble opening war with other civs.

Has anyone else run into this no-war thing?
 
have you demanded something off him recently (tech, goods, gold)? If you have then you can't invade for, I think, about 10-20 turns as you demand forced peace.
 
If you have the BUG mod, there should be a peace sign next to the civ's name, on the scoreboard.
 
if peter is a vassal of someone you've demanded/given tribute to or just declared a cease fire/peace treaty with.
 
You probably got asked from an AI to stop trading with him, so he's gone into refuses to talk mode. You can still attack him. Alt-left on his name or civ on the scoreboard and you will declare war on him.
 
Yes, alt + click should work. But is this a bug, I mean, why would this happen? I think this happened to me before.
 
I believe what you're saying is he refuses to talk to you period correct? So when you go to the diplomacy screen, he says something like "go away" and you can't do anything else. This is because you've really made him upset either by breaking trade agreements, etc. To declare war on him just move into his territory... no need for a declaration of war til you're taking his cities anyways!

I was going to say that, but there's a potential hiccup (I vaguely recall from one of my games). You could have been trading resources for a while, but only had an OB a few turns before you agreed to a stop trading demand. In that case the OB still stands and simply moving troops in the AI territory would not cause a DOW. The funny thing was that in that game, the AI had to ask me a 2nd time to stop trading to cancel the OB and then after that the AI with whom I canceled my deals refused to talk to me for close to the rest of the game.
 
harvman - the sequence you mentioned was the problem...with him refusing to talk, I couldn't move onto his tiles to start war and I couldn't use the diplomatic method either. Even worse, another civ that was at war with me could sit on Peter's tiles and I couldn't attack them though they could attack me! Very frustrating.
 
Definitely sounds like a bug to me, although I find it kind of funny that the computer is raiding you from someone else's territory... that's typically a strategy I use against them, but I've never seen them really do it effectively.
