Cant declare war

I am having a problem here....
I can't declare war on France and destroy them. I can't figure out why.
1) He refuses to talk to me, so I can't declare through the diplomacy screen.
2) I am not allowed to pass through his borders.
3) U.N. hasn't been built, so no all peace stuff.
4) We aren't the same religion, so can't be any apostolic palace declaration.
5) He didn't give me anything for the 10 turns of peace.

This is BTS 3.19..

I'll include a save in case anyone wants to take a look....

Can't open the save from this iPad, but most of the time this happens if you're at a force-peace with either him or his master if he's someone's vassal. Was there a tribute transation that you paid him or he paid you? Or with high master if he's someone's vassal?

Hi Alan,

You are fine, I just checked your save.
All you have to do is hold [ALT] and left-click the French in the score list on the right side of the screen.

This is an alternative way to declare war.
Through this, it is still possible to declare war even if this civ is refusing to talk to you.

You got it but sometimes there's a instance where always peace is accidentally chosen and there aren't any options of declaring war at all. That alt+left click does work.
