I hope I didn't mess my game up!
I'm playing Civ3 Complete. I made a new civ with extra starting techs including writing. I discovered mid game that I can't establish emabssies. I Started a new game with a standard Conquests civ, the Celts. I learned writing and can make milatary alliances, but still can't establish embassies. I've tried Ctrl-E in the game screen, I've looked at the city screen for my capital and don't see a way to set up an embassy. My current game has a random map. Could I have messed things up with my modded civ that carried over to the new game? Any sugggestions?
