can't find rubber resource

i've almost completed all research, placed cities almost covering the complete map and still no rubber resource. it says rubber can be found in forests and jungles but so far no luck. i know others have posted with this same problem but is there nothing we can do about it? does that mean there is no rubber to be found? i've invested a lot of time to get to where i'm at in the game and to find out that there is one resource isn't available is devastating. it's funny becuase it seems i''m find the other resources without any problems. SOMEBODY HELP MEEEEEEEEE PLZ!!!!!!!!!!!

Dude--welcome to Civ 3. I was leading the French to what I hoped would be a space race victory--until I noticed I had no aluminum. Though I launched a valiant campaign using the full production capabilities of my empire, the evil British managed to send their ship off before I could purge the earth of their frumpery.

Sometimes resources and luxuries are common as dirt, other times they're quite rare.

Use Ctrl-Shift-m to make it easier to search the map. It makes everything disappear but units and terrain. Do it again to get back.
