I am unable to open the city state menu on any game I play.
Pressing the city state icon on the upper right does nothing. When I get an envoy, the game will refuse to end the turn until I send an envoy (Send Envoy is on the bottom right).
The only solution I found was to save, exit, and load. This will allow me to end the turn, but the city state menu still doesn't open. I tried to start several games, relaunching the game, starting on both DirectX 11 and DirectX 12, and to verify game files via the steam client. Nothing helped.
I am playing on Windows 10, Civ6 steam with Gathering Storm, Rise & Fall, Aztec civ pack, and the scout cat DLCs. No mods. Game is on version 1.0.9.9 (540535).
