Big Problem

Well... i have never been able to play civilization 4 on this computer but when i installed it onto a friends laptop it ran fine, slightly slow because it wasn't the greatest. However now i have REALLY improved this computer and given it basically all new everything.
Computer Specifications:
(Is amazingly fast plays all my other games (Sims 2, Rome Total War, Combat Flight Sim 3, Flight Sim 4, Age of Empires 3--all my games)
2.4GHz Intel Core Duo 2 E6600
Nvidia 7900GT
Intel ATX motherboard---> 975XBX2
2GB Cosair RAM (2x1GB)
250GB Hard Disk (IDE) used like nothing...
an old combo drive that was in my pre updated computer-- Samsung SM-304B Combo Drive 4x/4x/24x CD-RW and 4x DVD-ROM drive
Windows XP Home - Service Pack 2
I have run several things from the internet to see if things work and everything was well above recommended apart from the DVD drive where it said it couldn't find the speed.
After all that the problem is that I can install everything from civilization but when i try and play it this happens.
1) Put disk in drive
2) Auto Play loads Civ 4 to the PLAY, READ ME, EXIT
3) Click PLAY
4) nothing happens
5) Windows Error thingy pops up with debug-send error report-don't send
6) Click send
7) does everything it ticks off and i click More Information
8) directs me to microsofts page for support where it says it doesn't know whats wrong and directs me to an update of the civ 4 version (i have version 1.0 originally yet downloaded to the 1.61 version-still doesn't run does the same)
9) Repeat everything yet this time select Debug
10) Nothing at all happens
11) The End. PLEASE HELP ME!!!!!!
The only thing i can think is the old combo drive. its an IDE and due to my new motherboard i only have space for 2 IDE devices which are my hard disk and combo drive, but have space for ultra sata and sata 2 etc etc everything else. Seriously i know not what to do. please help me. The game has worked on every other computer that i have installed it on to check if it was the disk tho it isn't. THANK YOU. Mike.
