You've got a shogun-1 and the tech for shogun-4, which is a 60 shield difference. That would cost 180 gold (3 gold for every shield, you can check by upgrading an ashigaru). You just don't have enough money, and apparently you can't upgrade to any intermediate level.

Otherwise, you've got a nice little empire. With all those barracks under construction, I'm guessing someone's going to die soon
