Can't upgrade units with Diplomacy mod installed

I have the latest version of Thal's Balance and Unofficial Patch (8.6.16), as well as the latest Diplomacy mod (v24), with no other mods installed.

The bug is that military units cannot be upgraded. For example, I click on my Jaguar and the icon for a promotion is there, but when pressed it does nothing. When I disable the diplomacy mod, upgrades work perfectly. The bug happens right away and is consistent throughout the game - clicking a unit promotion simply does nothing.

I've cleared my cache, deleted all user data files as recommended, and tested this twice both ways (with and without Diplomacy mod).

Well I installed the tuner, and also the latest Thal's Balance Mod (not sure if I already had it, but if not it was one version earlier). So I play a game as a test, and I can upgrade my Jaguar!

The problem now is that at some point in the game the upgrades stopped working.

I was not aware of the hotkey, I will try it and see what happens. When the upgrade fails I will be sure to note what happens in the log.

I just realized the Diplomacy mod probably overrides the unit panel. Try loading TBM after Diplomacy.

1. Move both mods out of the mods folder
2. Move in diplomacy and enable it
3. Move in TBM and enable it

I'll investigate that mod further to see if there's some way I could make our changes to the unit panel compatible.

This sounds very familiar to my scenario. At the beginning of the game, I am able to upgrade using my own strategic resources. But after I ally myself with all the city states and get their resources, the ability to upgrade stops. I'm not 100% sure but this sounds very probable because in the game I just played, all of my oil came from city states and policies.

Oh wait...upon re-reading that link, I should state that when I have ONLY Thal's balance mod installed, upgrading ALWAYS WORKS.

I tried reloading one of my games and I was able to upgrade catapults (where previously I was unable).

So saving and reloading fixes the problem. Hope this helps to track it!

Now I will try modifying the load order.
