I've noticed this in my most recent 1.17 game.
Cavalry will not attack a city defended by Infantry.
The AI (Egyptians) had an overwhelming numerical superiority in cavalry... 60+ units (I have a spy). I allowed myself to get in a situation where I was weakly defended. (Recently acquired a number of tech to catch up with the rest of the AI's. Still had mostly pikemen and spearmen in most of my cities... and a few Infantry and handful of Cavalry and Artillery.)
The Egyptians just finish destroying my only neighbor on the continent and proceeded to trespass on my territory with 30+ Cav and a number of other units. Fearing an attack, I called them to declare war or back off. (I didn't want them to get too far into my territory thus threating more of my cities). I rushed everything I had to my most threatened cities. (Thank goodness for the railroad).
To my surprise, they did not attack my cities which they could have crushed. They continued inland and pillaged like mad. I destoyed their entire force of 60+ cav and huge numbers of other units eventually with massed artillery and a dozen of my own cav and infantry.
Granted, the odds of a single Cavalry unit vs. a single fortified Infantry unit in a city a slim. But with the overwhelming numbers he had, I expected to be wiped out in a matter of turns. They did attack twice with two different armies of 3 cav a piece. By a slim margin, I defeated both armies with one infantry unit (not in the same turn).
Even in the open, they did not attack my infantry. This turned out to be a complete one sided victory.
