They are never becoming a Civ, due to undeciphered writing. Besides, they are Proto-India.

I'd call them more Proto-Tamil, but I don't think we're getting Tamil as a civilization either. There have been similar symbols found in Southeast India well after the Harappan decline. One tough part in deciphering it is that the symbols are logophonetic or even purely logographic. There are 400 symbols comprised of 200 base symbols. And that's just what survives.

Here is an analysis of the language. The association of fish and stars is a clue because the words for fish and star are cognates in the reconstructed proto-Dravidian. They also count in base-8, which appears to coincide with proto-Dravidian as well (how they know that Dravidian used to be base-8 is beyond the article). Also, that fish-like symbol might not be a fish.

I wished it was renamed to Pataliputra, its ancient name, but oh wells.....

Perhaps Sukritact can include this in his Historicty mod?

Apparently it is Machievelli before Machievelli. The history of Chandragupta I've read certainly makes him out to be a ruler by force and coercion. This is a great leader bonus for him.
